Presentation by Dr Jon Broome, chair of the C&P SIG and editor of the forthcoming guide.

This evening seminar will both give an introduction and overview of the masterclass series (which in turn is derived from the forthcoming new Procurement Guide) and be a standalone overview of modern procurement and contracting in a project / programme environment.

Project / programme procurement covers amongst other things :

  • how the project is broken down into contract packages
  • how these packages are defined e.g. fully designed or performance specifications
  • how the providers (be they internal, contractor, consultant or supplier) are selected and
  • what contractual terms they are employed under, in terms of how they are paid and rewarded and what risks are allocated to them or the Employer.

The current APM Procurement Guide is over 10 years old and is in the final stages of being updated to reflect :

  • the procurement of complex packages of work, which can be large projects in themselves
  • the increasing sophistication and diversity of different contracting strategies
  • the large scale outsourcing of key business functions, which whilst initially projects, become ‘business-as-usual’
  • the move towards contracting to deliver business benefit as opposed to just a tangible asset or straight service.

Jon will give an overview of :

  • key differences between the procurement of goods and services and works / projects;
  • important developments, both past and emerging, in contracts and procurement,
  • key definitions and terminology;
  • the SIGs generic 6 stage process.

However, he will focus on the front end aspects where the high impact decisions are made. As a project manager, if the majority of projects in your organisation are outsourced, then your ability to manage them is ultimately through the contract, so you might want a say in these decisions !

He will invite comment, discussion and challenge in order to improve the Procurement Guide, with participants being issued with a copy of the Part 1 : Introduction and Overview
