Defence Nuclear Enterprise (DNE) Skills Programme - Senior Responsible Owner, Defence Nuclear Enterprise
With a background and qualifications in a number of disciplines - finance, commercial and project management- Julie has led teams within Defence to deliver a range of outputs from IT projects, armoured fighting vehicles through to nuclear submarines.
She has worked closely with a range of stakeholders (including civil servants, military and industry partners) to deliver outputs across the full project lifecycle. These include the identification of technical solutions, ahead of investment decision points and the transition of new build submarines into in-service routines, including provision of trained people to operate and maintain boats. Julie has driven performance improvement activity through strategic supplier engagement and the negotiation of multi billion, complex, single source contracts.
In April 2018 Julie became the first Dreadnought Alliance Managing Director, leading a newly formed team (consisting of MOD, BAES and RR members) to deliver the next generation of Nuclear Deterrent. Working collaboratively, she established single baselines and implemented improved ways of working and behaviours across the programme and the wider operating environment.
In August 22, Julie became the SRO for the Defence Nuclear Enterprise (DNE) People and Skills transformation programme. The programme will ensure that the DNE has the people and skills that it needs to deliver its programmes through targeted interventions. This includes working alongside other Government Departments and civil nuclear colleagues to address common near and long term challenges. With effective from January 2023, Julie will co-chair a re-focussed Nuclear Skills Strategy Board to strengthen the collaborative, joint approach.
