The Department for Environment, Food & Rural Affairs is a UK government department, operating at a ministerial level and supported by 3,500 staff plus 33 agencies and public bodies. The department is responsible for safeguarding the UK’s natural environment, supporting its food and farming industry, and sustaining a thriving rural economy.
In early 2020, DEFRA’s Director-General Chief Operating Officer, Sarah Homer, identified the need for a PPM tool that would enhance visibility, transparency, delivery, risk, and issue management. Microsoft Gold Partner and approved HM Government G-Cloud supplier, Wellingtone, were selected to support the build, configuration, and rollout of Microsoft Project Online with Microsoft Power BI across DEFRA’s Corporate Services Division.
DEFRA’s Michelle Ward – PMO Lead, Programme Transformation and Wellingtone Senior Consultant, Amy Lewis will present the DEFRA project management maturity journey.

Michelle Ward is an interim Programme Lead currently working at Defra and is responsible for the delivery of the Unified PMO Programme across Corporate Services plus parts of Defra group. Partnering with Wellingtone PPM, Michelle and her team have successfully deployed Project Online and Power Bi across Corporate Services Portfolio to enable a single way of working for the PPPM community. Michelle uses her experience in leadership, strategic thinking, PPM practice, business change and communications to facilitate the delivery of her stakeholder’s vision. Her previous programmes include Smarter Ways of Working, delivering PAS3000 initiatives across the Public Sector, & BT’s acquisition of EE, leading on pre-merger discovery & post-merger commercial efficiencies.
Amy Lewis is a PMO specialist with extensive experience in central government and a particular focus on the value of the PMO as a strategic business partner. As Client Lead for Wellingtone, Amy is responsible for Microsoft Project deployments namely within the public sector. Having worked for various government departments and as a qualified Axelos P3M3 assessor, Amy is passionate about how technologies can be utilised to enable a step change in P3 maturity for this sector.
