Joanna Rowland is currently Director of Transformation Portfolio, leading the management, prioritisation and control of HMRCs projects and programmes in line with its strategic objectives and capacity to deliver. Having joined HMRC in September 2016 as Programme Director for the Making Tax Digital Programme, Jo has already delivered a number of successful projects including achieving growth of the Personal Tax Account to a level that exceed forecast. Jo has delivered several Government Major Projects, including the CJS Efficiency Programme which has transformed the Criminal Justice agenda.
Transformation Portfolio Management (TPM) is at the centre of the Department’s Transformation function, providing oversight and management of the delivery of Transformational Change in HMRC.

Synopsis: Joanna will take us through the tools, techniques and challenges of prioritising the portfolio of what has been called the ‘biggest and most ambitious change agenda’ in Government – one which touches every aspect of the department’s work and is absolutely essential to delivering key government objectives. Jo will discuss the practicalities of governing and restructuring a £2.3 Billion Portfolio in mid-flight and share some of the images, reporting views and top-tips to surviving and thriving in an uncertain portfolio environment.
