Paul Monaghan is the Programme Director for Assurance at Local Partnerships and has had day to day responsibility for the Local Partnerships National Assurance programme since February 2008. He is a Chartered Architect and Arbitrator and joined Local Partnerships in 2007 having previously held several director level positions in the public and private sector. He is an OGC accredited high risk review team leader. Since joining Local Partnerships Paul has led over 90 reviews and related follow up work for local authorities, police and other local public sector bodies on major capital schemes, major change, capital infrastructure, and transport programmes. He has extensive experience in the management and delivery of complex programmes and projects.
Immediately before joining Local Partnerships, Paul was Director of the Parliamentary Estates where he acted as corporate landlord and was senior adviser to both Houses of Parliament on construction issues.
Paul spent his early career working as an architect in private practice and local government where he specialised in large education and conservation schemes before joining the Civil Service. There he worked for a number of years overseeing the delivery of major court schemes. He was technical lead for the Court PFI programme, sponsor for the Magistrates Court PFI building programme across England and Wales, and a member of the HMT Policy Review Group.
