Phil Kemp is a Strategic Delivery Advisor for the Infrastructure and Projects Authority (IPA), with responsibility for the assurance of and advising major projects in the Ministry of Justice (MoJ) and for the security related sector. He fulfilled a similar role as part of the IPA’s predecessor body the Major Projects Authority (MPA).
Between 2007 to April 2011, Phil was the Head of the Office of Government Commerce (OGC) Gateway Brand & Quality Assurance team, managing the OGC Gateway brand across the UK public sector and international user community. Prior to this he was Head of Assurance in the Home Office’s programme and project management centre of excellence, has been a programme manager.
Prior to working as a programme manager for over 17 years Phil was an Senior Internal Auditor and Head of Audit, working in three government departments, primarily undertaking audit reviews of and advising major projects on management, risk, control and audit matters during their development.
Since 2007 Phil has been responsible for developing and managing assurance reviewer training, led on the development of key assurance products such as the Risk Potential Assessment (RPA) tool, the Integrated Assurance and Approvals Process, assurance of agile projects and delivery confidence models.
Phil has been an accredited OGC Gateway reviewer since 2003 and is now as a high risk project assurance review team leader. He has undertaken over 40 assurance reviews on wide range of public sector projects, including one in New Zealand.
Phil is a qualified MSP Practitioner and has trained in PRINCE2 and Management of Risk. He is an active member of the APM Assurance Special Interest Group.
Outside work Phil has an active interest in aviation, as an aviation historian, photographer and qualified aircraft marshal. For the last 17 years he has been the Managing Director of one of the UKs longest running aviation events. He is Trustee and Vice-Chairman of the Air-Britain Charitable Trust, one the world’s leading aviation historians associations.
