Oliver Fisher
Chief Portfolio Officer, HMRC
I was appointed Chief Portfolio Officer in April 2022 and have been at HMRC and its predecessor, the Inland Revenue, since the 1990’s. I started my career as a Tax Inspector on the south coast before taking a series of Head Office roles in London.
Most recently, I was Deputy Director of Strategy Development from April 2015 where I led the formative thinking on Making Tax Digital (MTD), before moving on to deliver the strategy and policy for MTD between 2016 – 2018. In 2018 I moved to HMRC Strategies before being appointed the Director of Investment Planning and jointly leading the work on the 2020 and then 2021 Spending Reviews.
I am also the SRO for the HMRC led project to Digitise Business Rates and also another project to deliver and embed a new project and programme management tool within HMRC.
