Acting Chief Program Management Officer, National Aeronautics and Space Administration (NASA) 

Kevin Gilligan was named NASA’s Acting Chief Program Management Officer (CPMO) in February 2025. In this role, he reports to the NASA Associate Administrator (AA) and is responsible for strengthening NASA’s oversight, management, and implementation of program management (PM) requirements, processes, and best practices. He is the steward of NASA’s program and project management requirements and ensures proper alignment of NASA-wide mandatory PM training with necessary competencies for the future of NASA. Gilligan came to NASA in 2010 and has served in a variety of positions. Before being named to his current role, he was the Strategic Initiatives Manager for the CPMO and previously supported the Office of the Chief Financial Officer’s Strategic Investments Division as an advisor to the CFO on matters pertaining to the major project portfolio and mission support. Beginning his NASA career at the Goddard Space Flight Center as a Presidential Management Fellow, Gilligan holds a BA from The College of New Jersey and an MPA from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
