Ruqaiya Isa

Programme Manager, HMRC

As a Chartered Project Professional and accomplished Project Manager, Ruqaiya brings a wealth of experience in leading complex and large-scale delivery programmes for HMRC.

With 14 years of experience in the Project Delivery Profession, she has led cross-functional teams to deliver transformative changes across all stages of project delivery, from inception to delivery, closure, and handover. One of her core strengths is in staff leadership and relationship building. With a proven track record of motivating and guiding teams towards success, Ruqaiya have also fostered positive relationships with stakeholders at all levels. Furthermore, Ruqaiya has led the development of Programme Governance for new programmes, creating detailed plans, identifying and mitigating risks, tracking issues, and dependencies. Ruqaiya has also been responsible for drafting comprehensive Business cases that have provided the foundation for successful project outcomes. In addition to her extensive experience in project management and expertise in Programme Governance and Business case development, Ruqaiya is passionate about mentoring and sponsoring others to help them reach their full potential.

As a Mental Health Advocate within HMRC and a Safe Haven for those in need, Ruqaiya is dedicated to raising awareness about mental health issues and providing support to those who need it most.

Outside of work, Ruqaiya is an NHS Responder and a Check-in Chat volunteer, providing short-term telephone support to individuals who could use a friendly voice to improve their mental health and wellbeing. Additionally, Ruqaiya has led the delivery of two successful local community charity events, raising a total of £50k.
