Regional Director – Programme Management, AtkinsRéalis

Paul is Head of Project Management for AtkinsRéalis in Yorkshire with nearly 20 years’ experience delivering construction projects and programmes across a range of sectors. Paul has been with AtkinsRéalis for nearly three years, joining from Sheffield City Council after over 15 years’ where he was Head of Project Delivery. He is a Chartered Management Consultant, Accredited NEC Project Manager, with an Architectural Technology Degree (1st Class).  He has extensive knowledge of delivering programmes of work via a Programme Management Office (PMO), contract administration, developing and enhancing project management tools and methodologies, and managing the resolution of complex contractual and commercial issues.

Paul’s current delivery roles include lead for the Hull City Council Technical Partner Contract,  YORConsult Framework Manager, Project Director for a Home Office Programme in the South East, and Project Director for three contracts with Bradford City Council. Alongside the technical delivery aspects of the role, Paul enjoys supporting and coaching the development of PM team.

A roadmap to address two fundamental industry challenges (and how a PMO would be essential to deliver success):

1. Insufficient Capital

  • Exploring how project scope and objectives are often not aligned with the identified budget.
  • Rather than reduce the scope or scale of a project there’s a benefit to look at the problem differently.
    • Aggregate projects into programmes
    • Larger programmes can attract institutional investment
    • An alternative procurement strategy can help overcome Capital V Revenue budgeting issues

2. Meeting Sustainability & Net Zero targets

  • Organisations often have admirable aspirations for sustainable projects but can’t include the full scope.
  • Thinking about programmes rather than projects can be part of the answer, with the larger but more economical solutions available.
  • Future Management & Maintenance issues can be off-set with a different approach to contracting.
