In 2024, Children’s Hearings Scotland won the Scottish Public Service Award for Project and Programme Management for a change programme that transformed the operating model of their organisational. At this event held in Edinburgh on 24 June 2025, Claire Gibson shared knowledge and insights into the drivers of this change, the unique context and the successful delivery of the change within the globally unique Tribunal System in Scotland.

During this session we explored the unique context of Children’s Hearings Scotland and the Children’s Hearings System within the public sector. We examined the key drivers of change, the challenges and opportunities in delivering transformation, as well as provided tools to understand the management and governance of change and the importance of stakeholder engagement including change readiness and the building blocks for further transformation,.

This event provided valuable knowledge-sharing and networking opportunities while offering deep insight into a unique change setting within Scotland’s public sector.

Claire brings 25 years of public sector, and third sector experience spanning roles from Social Worker, Chief Executive and Charity Trustee. 

Claire’s interest lies in the transformation of public services for social impact drawing on service design, innovation, systems thinking and change management. 

In 2024, Children’s Hearings Scotland won the Scottish Public Service Award for Project and Programme Management

Claire currently leads the Change & Innovation Team at Children’s Hearings Scotland, a non-department public body with responsibility to recruit, train and support Tribunal Decision Makers as part of the Children’s Hearings System in Scotland.
