Jo Osburn-Hughes

Jo started her career in HR undertaking a number of roles of roles in both private and public sector focusing on Training and Development, Reward and Recognition and Recruitment and Retention.
In broader Defence management and leadership roles, she led the Naval Bases Transformation Programme responsible for establishing and leading a complex change programme which was aimed at optimising and integrating the support provided to the Navy across a range of workstreams including engineering, logistics, port and base services and which included the transfer of the Naval Bases back to Navy Command. Jo led the transition to a systems base support solution in Maritime Ships and led delivery of in-service support for the new Queen Elizabeth Class Aircraft Carriers. During her time in Maritime Platform Systems she was responsible for establishing programmatic controls and in putting in robust governance to enhance business operations.
At DE&S Jo led the design, development and introduction of a Departmental approach to programme management and the development of Capability Delivery Programme Boards. Engaging across TLB boundaries, MoD Head Office and Front-Line Commands where Jo generated the essential momentum and organisational changes required to deliver a new approach into the Department and deliver performance improvements, organisational and behavioural change.
Jo is currently the Land Domain’s Chief Operating Officer and is enjoying the breadth of responsibilities including business operations and change, performance management, programme governance, prioritisation and planning in support of Domain’s diverse portfolio which comprises Helicopters, Weapons and Land Equipment. Passionate about diversity and inclusion Jo is proud to have been asked to take up the role of DE&S Gender Champion this year.
