Roy Millard - P3 Risk & Assurance
Roy has over 40 years of experience of engineering projects of all types in PPP, PFI, partnering, joint venture, consortia and conventional contracting environments, as project engineer, risk manager, project manager, internal audit manager and mostly-recently as an adviser/consultant. In particular, he had lead roles within Racal Electronics and Thales on major defence projects such Bowman and IRIS, and the Connect project for London Underground.
Before leaving in 2017 to pursue a career as an Independent, Roy had spent 15 years leading project assurance work at Transport for London as a senior member of the Internal Audit function. In that time, he also had responsibility for assurance of procurement and contract management, and for a period health, safety and environmental.
In 2008, Roy started the APM’s Assurance Specific Group, and led it almost continuously until 2024, when APM re-launched it as the Assurance Interest Network, of which Roy is now the Network Lead. In these roles, Roy has led the development of several industry standard guides, and organised and chaired many conferences and other events.
Roy now works as an independent consultant (trading as P3 Risk & Assurance) and an Associate of Firewood Ltd, providing advice and support on matters of governance, risk and assurance in project organisations. He also provides training on project assurance, particularly through his relationship with PMO Learning and the House of PMO.
Roy also provides professional mentoring through the APM Mentoring, and Women in Transport, mentoring schemes, and independently.
Roy has an Honours degree and a post-graduate Diploma in Management Studies; is a Fellow of the APM and a full member of the Institution of Engineering and Technology. He has held several important APM volunteer roles, including Board Trustee, Chair of the Audit Committee, and Chair of the Nominations Committee; and has been an APM Awards judge on a number of occasions.
