Closing keynote presentation: Show me the benefits! optimising the return on investment in projects & programs

Steve Jenner, Portfolio Solutions; Author, Practitioner, Trainer

Steve has extensive experience at senior level as a member of the UK Senior Civil Service from 1999 to 2011. During that period he also worked on secondment for the Queensland government (Treasury) in Australia in 2001-02. From mid 2006 to 2008 he was Director of Criminal Justice IT, one of the largest IT-enabled business change programmes in Europe. He also headed the £2bn Criminal Justice System IT Portfolio from its establishment in 2005 to 2008. Steve designed, implemented and operated the CJS IT approach to Portfolio & Benefits Management that was recognised internationally (in reports to the OECD and European Commission and in a case study published by Gartner) and which won the 2007 Civil Service Financial Management Award. Since then he has worked on the development of Project Portfolio and Benefits Management for the Cabinet Office as part of the Transformational Government and Service Transformation agendas, and led on benefits management research for the OGC PPM Standards Group. He was described by the UK Government CIO as the, “rottweiler of benefits management”.

Steve left the UK Civil Service in April 2011 to provide independent portfolio and benefits management advice on major projects and programs and training in Portfolio and Benefits Management. He develops and delivers Masters- level courses for the Graduate Business School at Queensland University of Technology where he is a Corporate Educator, as well as delivering project management courses at a number of other international Business Schools including La Rochelle in France. He is also an examiner on a number of project management and related schemes for APMG. Steve is a regular speaker at international conferences, trainer and writer on the subjects of project portfolio and benefits management.

Steve is a professionally qualified management accountant (FCMA), fellow of the APM, with an MBA and Masters of Studies degree from Cambridge University.

Abstract:
In a transformational world, where organisations need to continuously adapt and transform, learning from the experiences of others can be a game-changer; the difference between success and failure.

In February 2017, UK government published its Transformation Strategy, for transformation and service delivery projects - in particular those in the Government Major Projects Portfolio (GMPP). But, how can government Departments, and organisations generally, demonstrate that they are optimising their return on investment [ROI] in their change initiatives?

In his presentation, Steve outlined the challenges that organisations face at they strive to realise benefits and demonstrate value for money. He drew on his extensive experience from UK central government, and around the globe, and share examples of good practice. Attendees were inspired to pool knowledge and experience, to learn more and ‘tool up’ to optimise project and programme ROI.
