I will submit formal response on form in due course, but I thought I'd share my initial thoughts on the forum so we can discuss them...Overall the brief text is centred on projects - should this not be looking at Programme and Portfolio mgmt as well? When reading the third paragraph when it rightly points out the importance of the business case to overall management, would it not be logical then to re-order all subsequent sections starting with the business case section?"A reasonably new technique in assessing progress by measuring what has actually been produced and comparing it to the plan is a method of control. "I take it this is referring to the fact that the controls section was just describing EVM - if that is the case then I wouldn't describe it as 'reasonably new' and the second part of the sentence is a generic statement regarding forms of control. Not sure what this sentence adds to the text and I'm basically not happy with it... Anyway - will add more via formal response and also I hope in reply to any further postings  :-)
