The FBI badly needed a more secure and functional operational process. After several high profile scandals, they attempted to reorganise and build a new IT system...

They set up a traditional business change project based on a big design up front that failed to deliver. They made another attempt at a 'Waterfall' project, called 'Sentinel' - but that attempt stalled

They had wasted $600m and 8 years on traditional attempts to design, build, test and implement a monolithic IT system and flawed business processes

There was only one course of action they could take to recover the Sentinel project: "Agile Project Management"
